GBV & Protection Specialist – Maternity Cover

Background

The Health Pooled Fund began its third phase (HPF3) in July 2018 and is supported to run until 2023 by the British Government’s Foreign Commonwealth and Development Office (FCDO), the Government of Canada, the Swedish International Development and Cooperation Agency (SIDA), United States Agency for International Development (USAID) and the European Union (EU). A consortium led by Crown Agents and including Montrose is responsible for managing and implementing HPF3.

HPF3 merges two previous health programmes - Health Pooled Fund 2 (HPF2), which provides healthcare at health facility level, and the Integrated Community Case Management 2 (ICCM2) programme, which provides healthcare to children under five within more remote communities. HPF3 supports delivery of community level essential primary health care, secondary health care and referral health services, stabilisation of local health systems, and procurement and supply chain management of essential medical commodities.

HPF3 supports services in eight out of ten states of South Sudan: Eastern Equatoria, Central Equatoria, Western Equatoria, Northern Bahr el Ghazal, Western Bahr el Ghazal, Warrap, Unity, and Lakes.

The programme impact will improve the health and wellbeing of the population through increased coverage, access and utilisation of quality lifesaving health, sexual and reproductive health and nutrition services under the following five outputs:

  • Output 1: Delivery and increased availability/readiness of quality health services at facilities.
  • Output 2: Community level interventions that increase awareness, prevention and treatment of common conditions.
  • Output 3: Availability of safe, effective and quality essential medicines and supplies.
  • Output 4: Stable health systems that enhance accountability and responsive to the needs of the people.
  • Output 5: Funds and processes that are efficient, effective, inclusive and offer value for money.

Position summary

The GBV & Protection Specialist will lead specific actions across all counties in the eight HPF3-supported states to ensure safeguarding of women, children and other vulnerable persons. This role will focus on the scaling up of GBV & Protection service provision.

Specific roles and responsibilities

  • Draft and then implement a clear GBV & Protection service provision strategy which includes policies and protocols to guide the HPF3 programme and Implementing Partners’ work to protect women, children and vulnerable persons. This would focus on scaling up GBV service provision and protection against sexual exploitation and abuse (PSEA). Mainstreaming safeguarding throughout the programme will be a key focus.
  • Working with the Implementing Partners, MoH and HPF programme, review the existing level of GBV and protection service provision, awareness, and capacity across the HPF programme.
  • Develop capacity building activities for staff and implementing partners and provide on-going mentoring and support, including identifying STTA to support IPs or other programme activities
  • Oversee implementation and integration of GBV and Protection interventions (including PSEA). Ensure Safeguarding is mainstreamed across interventions
  • Conduct field visits to the states to monitor the GBV and Protection service provision interventions.
  • Working with the Mental Health & Disability Specialist, coordinate with the Implementing Partners to ensure they have in place a full suite of safeguarding policies including Code of Conduct, Child Safeguarding Policy, Protection from Sexual Exploitation and Abuse and Anti-Harassment, Intimidation and Bullying; support where these policies are missing; train IPs on the policies where necessary and ensure compliance with the policies through continuous monitoring activities.
  • Identify and utilise opportunities to integrate safeguarding approaches into all aspects of HPF3 work, working effectively with the different departments, teams, technical specialists, Implementing Partners and relevant line ministries to achieve this.
  • Support HPF team, IPs, and volunteers to take proactive steps to identify potential safeguarding risks and actively works to mitigate and eliminate those risks.
  • Provide specific support to effectively address ‘high risk’ factors in the HPF programming and feed safeguarding actions into the programme risk register.
  • Ensure that safeguarding concerns reported are followed up safely, effectively, and efficiently - investigated confidentially to the required standards with necessary mitigating actions enforced
  • Provide guidance to staff and Implementing Partners on the management of safeguarding issues and, where necessary, personally undertake Safeguarding investigations, sometimes in challenging environments and to rigorous timescales and standards.
  • Provide ongoing support, capacity building and guidance to the Safeguarding Focal Persons at HPF and Implementing Partners both from Juba and through field visits.
  • Ensure SMT, HPF team and donors receive accurate, appropriate, and timely information on case reports, investigation outcomes, measures, and closure.
  • Develop capacity building activities for staff and implementing partners and provide on-going mentoring and support, including identifying STTA to support IPs or other programme activities
  • Conduct field visits to the states to monitor the safeguarding interventions.
  • Work with the M&E team to develop/review/update indicators related to GBV, child protection and other safeguarding issues.
  • Work with the HPF M&E and contracting teams to support IPs in effectively monitoring and reporting on GBV, Protection and Safeguarding interventions. This includes both quantitative and qualitative data collection, analysis and reporting.
  • Regularly review achievements of safeguarding-related indicators against log-frame targets and present the findings to the HPF team and during meetings with stakeholders.
  • Coordinate with county health departments to ensure that IP community interventions reach out to protect those vulnerable to any form of abuse or exploitation.
  • Work with M&E team and Operational Research Manager to identify subject areas in safeguarding for further study and analysis.
  • Review and provide feedback to safeguarding sections in the IP monthly, quarterly and annual progress reports.
  • Advise on best practices to improve the quality of safeguarding mechanisms, capture stories, document and share lessons learned.
  • Any other tasks or responsibilities based on organisational or programming needs as assigned by the line manager.

Essential skills and qualifications

  • Master’s degree in Child Protection, Human Rights, Sociology, Law, Gender-Based Violence or related studies.
  • At least 10 years’ experience in protection and safeguarding issues including GBV
  • Experience in safeguarding practice in humanitarian setting
  • Experience of planning and undertaking training programmes/workshops in protection/ safeguarding at a range of levels (e.g. field workers, managers, and decision makers)
  • Experience of managing as well as undertaking complex safeguarding investigations and or disciplinary investigations
  • Knowledge of and commitment to human rights.
  • High standard of technical writing with experience in English including experience of drafting reports, technical bulletins, protocols and policy briefs.
  • Good programme management and community engagement experience.
  • Knowledge of the development sector is essential, and knowledge of the health sector is advantageous.
  • Experience working with the donors that fund HPF including FCDO, SIDA, EU, Canadian Government, USAID and UN agencies
  • Familiarity with implementation of activities and challenges of working in a context such as South Sudan.
  • Strong communication skills and cultural awareness.
  • Interested candidates preferably based in South Sudan already due to travel restrictions.
